First, you'll need to take some sandpaper to the plastic buckets to lightly scratch them up. Wipe off the dust with a soft damp cloth and then dry the buckets.
Begin by painting (spray paint) with an oil-based primer. Don't use a water-based one, as it will only peel right off.

Once the first coat is completely dry, apply a second coat. One coat won't be enough on plastic to keep it from peeling off.

Krylon would be the best solution. IF the buckets were not going to be used for anything other than display.
Plastic can be pushed in. If these will be exposed to any stress the paint would probably flake off in that area.
You can get spray paint that is made specifically for plastic. Make sure if you use it you do very light coats and let them dry in between or else the paint will run.
