Yes you can. Just sand them with 600 grit sandpaper to prep the surface. Spray with adhesion promoter and or plastic primer, paint, and clear coat.Is it possible to paint plastic wheel covers?
Sure you could paint them but you probably need to apply a primer on them first before you paint. The paint may not adhere to the plastic too well which is why you need primer to help the paint stay on longer.

Buddy.... help has finally arrived in the form of Krylon fusible paint... I wish they had this paint 15 years ago! Its incredible...
Use ';primer'; first.
Primer sticks to plastic, and the paint sticks to the primer.
